Since sovereignty in a republic rests with the citizens, all information generated through processes involving public funds belongs to them, while the government acts as the custodian of such information. The right to information is currently recognized as a human right, acknowledged by both the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. However, it is not a right that can be exercised without restriction; rather, its exercise is subject to certain limitations.
